70 percent of the 134,000 pre-school, primary and secondary school teachers that sat for the National Test for Abilities, Knowledge and Teaching Competency earlier this month scored less than 60 out of 100 points.
But according to the Federal Department of Education (SEP), all but about 5,000 of the teachers were acceptable to bid for one of the 18,000 new positions opening up next month.
